Why ownership specifically needs its own watch

Ownership changes don't always come with an obvious signal. A share transfer, a new holding company inserted into the structure, a nominee arrangement replacing a direct holding - none of these necessarily trigger the kind of visible event (a status change, a public filing) that a broader monitoring sweep would catch by default. What a change looks like
